If I knew it wasn't supposed to be a fancy affair but still nice, I would go with a sweater dress and either heels or boots. You could also do some nice dress pants with heels and a silky top with some chunky jewelry. I've done so many christmas parties where I wore some kind of fancy holiday dress that usually didn't include sleeves and I was always cold sitting at dinner and freezing my buns off getting in and out of the car. Just not worth it. A couple years ago I ended up with a short feathery skirt and a form fitting, off the shoulders sweater and it was SO much more comfortable and still really cute. This year I have a black sweater dress that I figured I would throw on if a party like that came up.

Depends on the restaurant. I'd wear a my default dinner-out attire of a dress and high heel pumps, assuming that a "nice" restaurant will have valet parking and will have removed the snow from that area. A sweater dress and boots is something I'd wear to a more casual restaurant where I might walk through a snowy parking lot, so it would help to know the place beforehand.
Last year I wore cigarette pants with a sequin cami and a tuxedo type blazer with heeled booties. I was warm and comfy. This year, it's at a comedy Improv and more casual restaurant so I'm wearing an oversized v neck sweater with wine colored velvet skinnies and pointy ankle strap pumps and my new necklace I got for my birthday. All of our parties have been in freezing cold weather so I expect no less this year.
Last year I wore a Kate spade dress (that cab has too!) with sequin KS pumps. I got a ton if compliments and it was very appropriate. This year is a similar location so I will probably do a cocktail dress and heels again. I have a new DvF that I may wear but I haven't decided yet.
I would LOVE to wear the new pants that I got from Anthro that are navy with leather trim but I don't think they are formal enough.
