We bought E a balance bike for Christmas. We need to get her a helmet, but Target and TRU only had ones for 3+. We did try on a 3+ and it seemed ok, but it was hard to tell btwn her squirming and smushing down her whale spout.
Ditto the bike store. I didn't realize how small DS1's (recently purchased) helmet was! We thought it fit well. I feel much better about it now. My kids both have huge heads, so the 3+ ones always worked for us.
We went to the local bike store. They were very good with DD and tried several on her. We ended up with a Bontrager Little Dipper. I really like it, DD likes to wear it and I really like the buckle bc it's pinch-proof.

Giro Rascal for us as well. We got him fitted at a bike shop and the associate recommended it specifically for it's adjustability. She said her own son had been in the small size from being a young toddler to his current age of almost four. Plus it has lights which were helpful in getting DS interested enough to wear it (The lights don't show up on the Amazon pic but they're on the straps at the back of the helmet)
It really is going to depend on the fit like others said. A started wit the Giro me2 and if you were going to buy one sight unseen that would be the one I suggest.
We have not been all that happy with the way the nutcase helmets fit my kids. They require a lot of fussing to get them to fit right. That being said, it was was what M was wearing when we crashed and it did a good job of protecting his head.
We replaced his with a Giro Rascal. It fit him perfectly, but it isn't adjustable, so I would suggest trying it on before buying.
We had the Laser bob when he was a baby and really liked it. They do make one that is a bit bigger for toddlers.
We got a Specialized toddler helmet at a bike shop. I think it was the only brand they stocked, other than the city style helmets that were way more expensive. $30 I think.
