How warm is your house? Does he feel warm when you touch him? DS2 was born in Dec. and I don't think we kept the hat on for too long because they always fell off. Until the kids were 2, we kept the house warmer in the winter than we would have (68 vs 64-65). Now that they're a little older, we keep it at 66 in the winter.
I only put hats on C when we went outside, and that's because old ladies gave me dirty looks when he didn't have one. We gave that up after about a month. At 72-74 I don't think a hat is necessary.
I think if the baby feels warm and doesn't have any special circumstances, that that temp should be fine. We live in Upstate NY and that temp would cost-prohibitive for us to maintain. Scandinavians think kids should be out in the freezing air for health reasons, so I've read. I think you should trust your gut on this one.
We put hats on DS to take pictures. Other than that, he's hatless. Is your DS a preemie? That's the only reason I can think of to put a hat on in a warm house.

He was 40 weeks 3 days so full term. He was 6lbs 15oz
I had a July baby, but we keep our house at 70 during the summer and AJ never wore a hat. Well, not unless I was feeling ambitious and put him in an outfit that came with one. He seemed fine-like @vicmo, I used how the back of his neck felt as an indicator of warmth.
I always thought kids regulated their temperature through their heads so I thought rule of thumb was hat outside or if it were very cold inside, otherwise no hat.

My doc must have not understood. English was not his first language. He said since its November hat all the time... but its 72 degrees in here. No hat it is.

This. I actually thought hats were a no no unless very cold because they can cause overheating which may increase the risk of SIDS. 72-74 degrees is perfectly warm enough! My kids always ran warm anyway.
We keep out house pretty cool, around 60, so I generally had ds in fleece pj's and a cotton hat for his first 2 months Eta : he's only in a hat when awake, not when bundled up sleeping
My DD was born in October and we haven't done a hat since we left the hospital, other than outside. Our house is the same temp as yours. I check her temp with the back of her neck and she always feels warm enough.
I am jealous of people who can regulate the temp down to the 60s. I had to call our board president the other day and implore her to turn the heat down in our building when the monitor in DS's room registered that it was 80 degrees in there. I had several windows in our home cracked open when it was snowing and sleeting outside.
