Yep, 3 is 0-3, though you'll find that different brands fit differently and any weight estimate is meaningless. C always outgrows jammies first, then onesies, then pants last ( but he has a long torso and short legs).
Star with 0-3s together (and "out" with bigger clothes tucked away nearby ( we use a bottom drawer). We do pants and jammies in one drawer, and onesies and shirts on another (some things hang like overalls, hoodies, jackets, and any shirt with a collar),
I hung everything up in sections according to type of garmet. So all PJs are hung next to each other, all onesies are together, etc. I folded pants on the shelf in her closet. I find it easier to see everything all at once. I also thought that the tiny little clothes wouldn't stay folded and that the drawers would just end up messy.
I only keep the sizes that currently fit her in the closet. Anything that is too big I keep in her dresser until it fits. I keep a rubbermaid in the bottom of her closet to put items that she grows out of.

It really depends on what you have more of, closet space or drawer space. We have drawers but we use those mostly for diapers so most stuff is in the closet hung up. We have a pants drawer, a sock drawer and a pjs drawer. Everything else is hung up by short sleeve or long sleeve.

I'm lucky--I have both. 9 drawers for any clothes or baby stuff and an empty closet--normal two door size (so fine, but not enormous)
I got a ton of stuff and I ended up just holding sleepers at the top hem and see which feet hung longer if size was a question. Generally NB is smallest but some brands will be different. Same with onesies.
I have one big bin of day clothes and another of sleepers. I decided to keep *only* 14 sleepers in each size and pass on the rest.
