Those Caesar rooms are the low ones (google and you'll find a site just on choosing a room at that hotel). Octavias and Augustus towers are better. Note I haven't stayed there, but I have stayed at Paris multiple times and recommend it, especially a room with a view of the fountains.
If you walk Paris to Bally's, exit the side street, head away from the strip for 2 blocks, there's a mini mart with soda, food, and alcohol.
I myself might try the Cromwell since the interior is brand new. And I want to see if it's worth the price they are asking.

We just got back on Friday from staying at the Forum Tower for 5 days. We were in a Deluxe King room and it was very spacious. They have a Keurig in the room but no complimentary K-cups. You can buy a coffee pack of 4 cups for $12. We went to Walgreens and bought a box of 12 for $10 but I would have brought some from home if I would have known that.

I thought the location was great. We do a lot of walking when we are in Vegas and I thought the position on the strip was perfect. It is a huge casino and to get outside you do have to walk about half way through the casino floor from the forum tower. We also got a Groupon and rode the High Roller Ferris Wheel at night with the open bar. It was really neat and the views were fantastic.
