Could he possibly stay in his current room if you do decide to move him? Probably there is another infant starting so the answer is no. If that's the case, I'd still move and just hope for the best for the month he is still at the old place.
I'd move him either way, but I'd ask the old daycare about his just riding out his time in the baby room if they have space for him, to avoid the 2 transitions.
You're not being dumb but he will be fine. I went through this exact same thing and was incredibly dramatic about it ("my heart hurts for my baby ... I'm taking her away from the only caregivers she's ever known ...") See how crazy it sounds??
The first week was tough but now she loves her new daycare. It will be great.
I would move him. We stressed about switching DD's daycare a few months ago, but I figured no kid ever ended up in therapy because their parents switched their daycare
