H&M online used to have some, but they might be all out now. I still see snow suits on sale, but not boots.
We got some on LLBean's website. I fear now that we got too large of a size (he's just at the end of his size 4 shoes and we got size 6, thinking he'd be in that size by March when it's still potentially snowy here). Their boots are still $40 but I have a $10-off coupon I'm not gonna use if you want to PM me.
They don't exist, lol. Last year this time I went on a mission to find boots for DS that were under $30. It was damn near impossible. I ended up buying a pair of LLBean off Craigslist that look like they'd never been worn.
Do you have a Once Upon a Child? If so, you can call them to see if they have any boots that size in stock.
I'm going to start a side racket. Each year I'm going to stock up on second-hand children's boots throughout the year, and then as soon as the first major snowfall hits, I'll list them on Craigslist for a crazy mark-up. I'm only half-kidding.
I hate paying $30-40 if she'll wear them a handful of times.
I usually start at our children's consignment stores (we have two: Once Upon A Child, which is a chain, and another called Children's Exchange). I usually hit paydirt at the latter, but when I don't, I go to eBay.

It snows maybe 1-2x a year here... so I am not letting DD out in the snow until she is old enough to ask.. But that doesn't help you in a colder climate... I'd try consignment
