I've sent money that way. You can do it at Walmart and they can pick up at Walmart.

Does your bank use Popmoney at all? I've used it to send cash to friends before. I did it via text message. You enter their cell phone info and the amount you want to send on your banks website, they get a text with info on how to get the money.

Do they bank at a place with a branch near you? You could just deposit money that way. WU is a good option too, but there are fees.

I've used Venmo without issue. It goes from my credit/debit card to a friends or into their bank account.

You can do transfers online at Western unions website now. We sent money to SIL twice. You can put it directly into their account but it takes 3-5 days or send it to a western union location. They can pick it up at any WU location in the state you specify within minutes.
