Buggy! I so wish I had had one when my kids were younger. My DS1 had a cozy coupe and I pushed him in that stupid thing all over our neighborhood. It was hard to steer and hurt my back to have to bend over at an awkward angle to push. Plus DS1 rarely drove it himself, he wanted me to push him or he would push it himself.
I went to a friend's house a few weeks ago and her daughter had that buggy and it was a dream to push DS2. Easy to steer, no bending over, it was great. It would have made my life so much easier 3 summers ago when my pregnant self pushed DS1 around in his cozy coupe.

Buggy. If you can, get the one with rubber wheels. It's much, much quieter. We have the blue car (which also looks bigger) and kids will fit in it longer. DS2 (3) is obsessed with his Little Blue Car.
Those rocking toys are sort of fun but don't get used that much. They are sort of like, 'Yay this is fun' and then 15 seconds later they climb off. Kids love being pushed around in a buggy.
Buggy. DS is a huge 3yo and tried to cram himself into one at Babies R Us yesterday. I was like "I know you loved yours, but that's for little kids and you're a big boy. See, you don't fit."
Buggy. But...have you considered a tricycle with a push handle? Dd1 got one when she was 10 months or so and loved riding in that thing-and then when she was old enough to pedal, she could use it as a tricycle. Dd2 also loved using it last summer and will likely be able to pedal a little this summer. Id go with that if it's possibility-much more long term potential!
N loooooved (loves?) the buggy - they have it at daycare. He spent every single afternoon in it his first summer. He was super salty when the younger girls were always in it last year.
