Neighbors always have different dogs?

Since we're talking about pets recently I thought someone might be able to shine some light on this.

When we moved into our place our neighbors had 4 German shepherds. Three were young (not puppies and not full grown) and one old. The old one has stayed around, but the young ones left soon after.

Since then they've had several older puppies that get to the "young" stage and leave. Most of them are German shepherds, but not all of them.

I don't think they're not backyard breeders since the puppies are usually older. What are they doing??

Could they be raising them for a program? Perhaps future police dogs?

Some kind of training as working or service dogs? The fact that the old one has stayed makes me think he's retired and they got him back.

But it could just as easily be fostering for a GSD rescue.

I hadn't considered fostering.

The dogs are all outside dogs. Would that be acceptable/standard for training/fostering? I don't know anything about it.

Man- I made up so many different stories in my head about what was happening to those dogs. I never even considered fostering/training. Duh.

I would ask But does sound like police dogs, maybe even leader dogs (thought they tend towards goldens more now).

My neighbors in our old apartment did that training camp for young dogs. Like, dogs came and stayed with them for a week and the guy trained them.
