Ok. All caps not necessary. I was wondering specifically about things like the worms and rocks in food, and if the guards were trying to make things especially bad for them in light of their heinous and publicized crimes.
I doubt it's the crimes but the money that's motivating the guards. If your conditions are shitty and you have money, which drug lords do, you can pay guards for better food, better accommodations, better protections.
I've seen stories where the guards were heavily paid by the cartels to allow drug lords to carry cellphones, have parties with prostitutes, and generally run the place. They can't do that without cooperation from the prison officials.
The stories I could tell about how fucking scary the cartel leaders are. Really fucking scary. And habs is right. The chances that the drug lords have it better in prison then your average prisoner are pretty high. Mexican law enforcement are more often than not an asset to the cartels.
