So does that mean I have to go find dress shoes with a strap for my kid? As far as I've seen, she can walk/dance in them just fine. I really hope I do not have to buy more dress shoes...grrrrr....
I say go with the ones you have. You bought them before they sent the clarification email, so I wouldn't go buy different ones unless these ones prove to be a problem for her (which it sounds like they won't). Besides, the no slip-ons is just a "recommendation" not a rule.

Eh, if they work for her I'd take that as a recommendation that you're choosing not to follow. It's not a rule.
Is this cotillion in like the debutante ball sense? I had no idea that would be a thing where I think you live!
No, it's dance & manners with a party at the end but it's only for 4-7th graders & any one can do it (well it costs money). There is a debutante ball for senior girls but it's more elite. Cotillion is not huge here but 3 out of DDs class of 12 (4th graders) are doing it.
