No. If they can add and subtract 3 digit should be doable with a bit of explaination of how carrying works, all within reasonable developmental expectations.

It's a second grade CCSS. To be at standard students must be able to do addition and subtraction (numbers to 1000) with regrouping using a model (like a place value mat and base ten blocks) or by using the standard algorithm.
I do think that subtraction with regrouping can be a bit too abstract for second grade, and perhaps a bit developmentally inappropriate, but to work through these problems with manipulative a is perfectly acceptable.
No, when I was homeschooling 2nd grade that is when regrouping and adding 3, 4+ digit problems happened. It was early in the year (Fall) if I remember correctly.
