There is a SoCal resident discount for DL tickets but it's only good for multi day passes through May 21 or 22. After that even us residents pay full price.
Military members are free at the zoo I think and dependents get a discount. At least that was the case at the safari park when we went in January. We bought at the gate.

If the military member can buy the Disneyland tickets on base, he'll avoid sales tax. It's not a big savings unless you're buying a lot and/or multi-day passes.

Def check living social and the like for the zoo - they just had the safari park for $25.
Also Costco. I got my fam a 3 park pass (zoo, Safari park and sea world) for $100.
I don't know too much about DL. my work offers a discount - looks like one day tix are $95 for adults. So if you have local residents then they may be able to get a similar deal.
