Where I am if you do that and the city catches you, they'll fine you and make you remove it. Usually people get caught when their neighbours get pissed enough to call, but I think in neighbourhoods where it is a problem they're going to start sending people out to warn/ticket.
Complete douchebag unless they have permission from the city (which I am 99% sure they do not).
I am guessing people pay for their street parking permits and the city allows a certain amount per area depending on how many spots are available? This person is commandeering a spot other people can use, rightfully.
ETA - This reminds me of when we lived in the city and had to permit street park our cars on the road. One of our neighbours would put a pylon in the spot infront of his house so no one would park in it when he was not there. DH & I would just move the pylon across the street (the side you could not park on) and park there when there were no spots available that were closer.
No parking permits around here, it's every man for himself.
Yeah, I am sure this is totally not legal, especially since it doesn't look like the city turned the curb into a driveway (like the driveway to the garage to the left of their made up parking spot). Just because you can drive your SUV over a curb doesn't make it a driveway.

They dont have a parking apron, so I'm guessing they didnt do this legally, with city approval and permits, etc. I mean, it's one thing if they did get city approval, but it seems doubtful that they did.
But...there's a curb there. Right next to the spot that is their actual driveway. That would annoy me to the point of calling to inquire about permits.
It's a huge deal here to convince the city to let you put in a driveway. The city usually says no because, as you pointed out, you lose a street parking spot. Sometimes the city approves if you can fit more than one car in your new off-street parking because then you're at least taking two cars off the street.
I would absolutely call about that. Street parking spots are precious.

I believe the spot with the ramp is the crosswalk, not their driveway.
eta- I was looking to the right. Yes, that should be the driveway to the left. It looks like it is partially blocked by that white car. Heh.
