Someone posted a link a few days ago for slippers. RPBC, I think. The pattern says that DC is actually a SC in American. Does that mean a dc2tog should be a sc2tog?

Yes. The British have different names for all the stitches, so anywhere you see dc it should be sc, and anywhere you see tr it should be dc.
