I usually see it in place of saying something like "Good job!".
"You worked all night and got that major report done? Strong work!"
Since I don't like "quick work " either I think it boils down to not liking the word work. Maybe it stems from a creepy architecture studio prof I had once who would slink around muttering "Get to work! Work! Work! Work!". ? I know, I'm weird! :-)
