Just do it at the passport office. I tried to do it at home and thought I had met the requirements, but my pictures weren't bright enough. It turns out the passport office paints the wall where they take pictures with a super reflective paint to make the pictures brighter. Having the photos done there was surprisingly painless.
We did ours at Costco, which was easy. The difficult part was bringing in a car seat for DS (then 1 year) to sit in, because he couldn't reliably sit up in the folding chair they had.
And as PP said, make sure you have either both parents there for the application, or the second parent has to fill out and have a form notarized saying that they approve of the passport application. The form is on the Department of State website, I believe.
I did mine at home. We laid a white sheet down and took it overhead. I photoshopped it to be the right size and fixed the brightness/white balance though. We do this for our own passport photos too
I took J to cvs and he revolted against the employee there. I ended up takings t picture myself with my cell phone, emailed it to cvs, and they cropped and printed it at the right size. The passport office we went to will not take pictures for you.
We did ours at home. We submitted the applications at the post office and we didn't trust them to get sufficiently cute pictures. (Yes, I am aware that cuteness is not a legal requirement!)
Just whatever you do, do not go to AAA. That's where we went and they only had this special passport photo camera so the person's head had to be perfectly centered and upright when the photo was taken. They couldn't edit it at all. Ask me how long I was there trying to get two 3-yr olds to stand perfectly still while looking at the camera and smiling.
Next time we go it will be to a place with a regular camera that can edit a photo. Pretty sure Walgreens & CVS does that.
We just used the passport office. It was like $10 and then you knew it would be usable. just check to be sure they offer photos. Both post offices we used did offer photos.

When DD was 2 months old I did it at home and used some online site to get the dimensions right. Her Dutch passport was done at 18 months old and they have to be done at a special place that knows exactly the dimensions for the Dutch passport pictures (they are super picky). At 18 months she was fine doing it that way.
We did it at home but they rejected the picture because there was a slight shadow behind DS's head. So we just had them retake it at the passport office since we were already there. I think it was $10.
