If so, I think it could work...esp. if you can find a good belt to tie it together. Could you go with a white collared shirt tucked in, rather than a T? Might be a little dressier that way...
Is that a lace inset on the vest? I'm having a hard time seeing it on my monitor so I'm not sure I'm sold on it, but I do like the necklace.

ModCloth has a ton of blouses that I think would look great in a western-inspired outfit. If you are open to wearing a dress with boots, they have plenty that would work for that, as well.
Are you set on having something with waist/hip coverage (a la a jacket, vest, cardigan?) If you're not opposed to tucking something in, there are tons of cute (and MM) western-y shirts out there...
Are you wearing boots? If so, you can probably get away with something less theme-y on top...
ETA: I don't know exactly where you are: do you have a Runnings or something similar locally? A new one opened in my hometown when we were visiting recently and I was pleasantly surprised at the clothing section: it wasn't half bad.
Do you like belted tops? I would probably do a belted white top with a lower neckline. That could be a collared dress shirt half open with a tank underneath. That would be cute with either jeans and boots or a skirt and boots.
