With DS1 we did a combination of hand-over-hand teaching and mirroring. He got it within a couple of days and was reliably good at it within a couple of months.

When I was in nursery school, I learned how to tie shoes on a shoe box, holes punched in to "lace" the shoe up. Similar to this, if I recall correctly.

DD1 got her first pair of real lace up shoes in March, and she still can't tie them. She hates that she can't do it herself -- especially if they come untied at school.
Sorry I'm of no help, DD1 taught herself pretty much after watching DH and I and because she really, really wanted to learn. DD2, who is going into K, we never really have taught her yet and she showed no interest, plus her shoes are all velcor. This is a good reminder to get on that. See, the second and third kids you really do relax on parenting, lol.

We have done this and it was helpful but it didn't teach ds to tie his shoes. He was 6 maybe? Or almost 6? Anyway, it is only 45 minutes and there are lots of kids so it wasn't a magical class.
My son is 7 and still can't tie shoes. Velcro shoes for life
Not sure if it helped. What motivated him was he wanted a pair of dress shoes that tie and I told him the only way he could wear them was if he learned to tie them as I wasn't going to tie them every day.
DS was 7 when he picked out his first pair of tie shoes. I showed him once how to tie them and then told him I wouldn't ever do it for him. He was pretty mad at me that first day, struggling to tie his shoes, but he caught on quick with no other choice. DD taught herself to tie shoes shortly after that because she couldn't stand that her brother could do something she couldn't.
