It would depend. For something like the zoo, where every member of the family could enjoy them, I would probably try to get enough for everyone if I could afford it. But for something like a concert or show, where a young sibling might not get anything out of it or it was catered to the specific interests of one child, I might just get 2.
It depends. Is the family likely to go to the event with only the one parent, or are you creating a scenario where they are likely to feel compelled to buy more tickets? I think you generally shouldn't obligate people to spend additional money to enjoy your gift (though if you know people well enough to know they won't mind that's another thing). If someone gave us 2 tickets to something for the kids and 1 ticket for a parent we'd almost definitely be buying another parent ticket which would annoy me. But my sister takes her kids places all the time without my BIL so it probably wouldn't bother her.
