at your job and did improve to a point that "meets requirement" at the end of the 6 month review period would you expect a raise at that point? I think an employee here is crazy to think they should get a 5% raise, but I don't know much about how that works.

With my employer, I would not expect a raise ever with a "meets requirement" rating. If under a performance improvement plan and received only a "meets requirement", I'd be looking for a new job and thankful they hadn't fired me earlier.

So basically employee was performing so poorly that he/she was put on an improvement plan? And now employee has gotten to the point that he/she is not underperforming, but actually satisfies basic requirements? And this earns a 5% raise? Yeah... no.

This. Employee is crazy cakes.
If you want to explain it to him/her, it is obvious that you should have docked this employee's pay during the months of underperformance... you know since he wasn't actually doing the job he was hired to do and all. Let him chew on that for a bit.
Um, no. I would expect to keep my job. That is all.
Now, if that happened to coincide with performance review time and merit increases, and my performance review indicated that I was doing well enough to merit an annual increase, fine. But to expect a raise just for successfully meeting the minimum qualifications of my job for six months and not getting fired? Lunacy.
definately not. Although, my department has a history of promoting people (based on years there) who are on improvement plans (probably to try to hide their inadequacies to pawn them off on someone else). Made no sense and we were all glad when he finally got the hint that it wasn't working out and quit.
