DD is lactose intolerant, so we just increased solids when she stopped nursing as much (after realizing WCM wasn't working for her).
DS seems to be nursing less and less. 2 months ago, he was getting a bottle of EBM at times when he would normally nurse if I wasn't with him. Now that he's almost 13 months old and a new nanny is starting with us next week, I'm questioning whether he even needs a bottle (or cup, whatever) of any kind of milk during the day if I'm still nursing him at wake-up and bedtime. I'm not really worried, just curious what the norm is.
After J was about 13 mos I stopped pumping. I gave him coconut and oat milk (allergies) that I sent to daycare. He basically had it with his breakfast and lunch. But continued nursing until 15 mos morning and night.
With the girls, I offer almond milk but they aren't interested in drinking more than a few sips here and there. I nurse them morning and night now too.
I wouldn't worry about it. You can offer but I don't think he needs it.
My son LOVES milk. Even then he only drinks it when he wakes up (maybe like 6oz?), then at nap time (this is daycare so I don't know how much), and another 6oz or so before bed.

With breakfast and dinner usually. Sometimes he will ask for it during the day too. He eats a ton of yogurt and cheese so I don't worry too much if he doesn't get a lot of milk.
Ben loves milk. Wakeup plus after lunch and after dinner/before bed. Five ounces each time. Occasionally he will get a bonus milk in the car if we have a long drive.
My kids love milk. We offer it at breakfast, lunch, and sometimes at an afternoon snack. They also nurse. I figure milk is healthier calories than a lot of other crap I could be offering more of.
DS still nurses at night (and sometimes MOTN), but the short answer to your question is never. He doesn't like cow's milk. He does eat plenty of cheese and yogurt, though, so we don't push it.

I think he drinks some at daycare. We offer milk before bed and he drinks like 2 oz. Sometimes we let him have chocolate milk and then he drinks like 5 oz (we do this on the weekends when he doesn't drink much at all).
L (23m) is allergic, but she has officially rejected all forms of non-dairy milk. i haven't even bothered to try anymore. she drinks tons of water and her diet is fantastic.
My 12 month old nurses wakeup, 4oz WCM in a bottle before am nap and soon to be before pm nap (dropping a nursing session next week), and nurses before bed. She gets water with meals and I occasionally offer a sippy with WCM randomly because I'm trying to wean off the bottles, but so far that's not working well.
We offer it with meals but she usually only drinks an ounce or two and would rather have water. I think she drinks more at daycare.
She used to refuse it entirely...at her last checkup pedi wasn't concerned at all, especially since she drinks plenty of water and eats yogurt and cheese frequently.
Dd looooves milk. She gets a sippy at breakfast, lunch, dinner, and bedtime. I limit it so she will eat food, but she would rather not eat anything but fruit and milk. And dessert. I bf'd her until she was almost 3.
I am glad to hear these varied answers. I think M drinks 6-8 oz of WCM at DC. He doesn't drink much at home--I offer a cup at wakeup and dinner, and sometimes he rejects it altogether. But he eats plenty of solids, so I suppose it's nothing to worry about?
Basically it is all they drink at home, so I dilute it 50/50 with water. I'm not going to win the battle to make them drink water, and I'd rather they drink milk than juice. But it is not necessary at all. My kids are just weird.
I have tried watering down DS's milk and he throws a fit. He drinks soy milk only with meals and sometimes snacks.
Maybe this is flameful but we haven't even tried it with DS yet. He still nurse 4-5 times a day. (Am, before nap, before bed, once or twice MOTN). I don't drink milk and DH does occasionally. He drinks water throughout the day. I might try it with him soon. He eats yogurt and cheese daily so I'm not worried.

My 23-month-old is a milk addict. We limit milk to breakfast, lunch and dinner and we have to offer it towards the end of the meal or else she would drink the milk and eat nothing. Well, she's a terrible eater at home anyway even with the delayed offer of milk but I digress...
