My dog goes out around 6:30 every morning. She goes in the yard and runs around. She rarely barks, does her business and comes in. The people next door have a small dog who barks the minute she hears my dog. They let him out and their dog barks excessively. I feel bad about letting my dog. My husband says don't our dog isn't barking. what do you think?

I agree, I would not feel bad. They don't have to let the dog out.
I actually have the same situation. I have two dogs and in the morning when we are in the yard they don't bark at anything, but the dog behind us, with the yard that backs up to us, is huge and barks a LOT. I hear the dog start in the house because he knows we are in the yard and for some crazy reason my neighbor lets him out. He barks for a long time and my neighbor can't get him to stop or come back in the house.
I have never felt responsible for that barking and I don't think you should either.
I am your neighbor. The only time I am annoyed is when they leave the dog out all day even when he whines to go in the house. And even then, it's mild irritation and only partially aimed at the neighbor. It's more at my asshole dogs for being assholes.

My neighbors never take their dogs inside. Never. No way my other neighbors can avoid taking their's out when the crap neighbors dogs won't bark. I vote not your problem.

It annoys me because when I am in the house and my dogs start barking at something, the LAST thing I would do is let them outside. I know they are going to continue barking (because, hello, what set them off is outside somewhere) so WHY would I let them out where they can disturb everyone around us. At least it is somewhat contained in the house.
So I judge my neighbor who lets her dog out every time.
WHY WHY WHY WOULD THIS CAUSE YOU ANY GUILT? And even if it was your fault, what is the solution here? You let your dog piss in the house so your neighbor's dog doesn't bark and disturb the neighborhood? No.
You have shitty neighbors with a shitty yappy dog.
Not your problem... keep doing what you need to do for your dog. And this comes from someone that has the yappy dog in the situation you described (although mine has to come in as soon as she starts yapping at something, I don't want my neighbors to hate me).
I would not worry about it, but I would take a video of my dog being quiet while their dogs yap away one time. Then if someone complains and bylaw shows up at your door you can prove it's not your dog even though he's outside.

You do the right thing. My neighbors don't bring him in. I end up bringing my dog in cause I can't deal with it.
