I should probably elaborate: I work in an office with a dress code that specifies dress/skirt/shorts length requirements, but even without those rules being written I would not wear something that short to work.

I wouldn't wear that personally, and I don't usually see this at work either. Although one particular area likes to push the dress code limits. It's where most of the younger crowd is (it's typically where people get their start in the company, I luckily did not have to start here!) so I think that's part of it. Although the woman I saw today in SUPER short shorts this morning couldn't have been younger than me. Maybe an inch below her ass at most? I mean.. really. Aren't you cold in the air conditioned building?!
Anyways, I'm far from fashionable. Sometimes I would like to be, but then I remember how uncomfortable I feel in heels, skirts, tighter clothes, etc. So I just throw on jeans and a t-shirt and slip on some comfortable shoes!

It's too short for work but I think it's fine for going out or whatever. Of course my legs don't look like the models But I got a dress this summer that is probably that length, maybe slightly longer.

I definitely wouldn't wear that length to work, but I'm in a pretty conservative field and tend to lean on the more modest side. For a night out, I'd consider that length. I'm 31.

I think a lot of it has to do with how comfortable you are in you are in our own skin. I am not a body confident person.
I think to pull something off, YOU have to feel confident and comfortable in it. If you wear something too short that you're self conscious, it's not going to look nice. You will stand funny, fidget, be pulling at the hem, etc.
That particular length I would not wear to work or church. My rule for those is top of the knee. For anything else I definitely wear shorter things. A lot of my summer dresses and skirts are even an inch or two shorter than your picture. That said, I'm 5' tall. It doesn't look skanky so I don't care. It's all about context and the overall outfit. I think women in their 30's and 40's can wear short things if they're otherwise age appropriate (not too ruffled, too low, too sparkly, etc.)
