We got a new lawn mower a week ago. We put oil and gas in it and it won't start. It doesn't have a primer or choke, and I can't change out the spark plug on my own due to insufficient tools.
Can I take it back to to store and get them to do something at this point? It's Home Depot so idk what all they could do. I feel like it's either that or spend money to take it to a repair person.

I would definitely take it back. As long as you followed the instructions for setting it up the first time, and it's not user error on your part, I would take it back and expect a refund or the ability to exchange it.
There's a spark plug or something that stores leave unplugged while shipping lawn mowers, snow blowers, etc so they don't accidentally turn on in transit. It should be listed in the manual under first time use.
If you followed the instructions and it still won't start, take it back.
I'm almost certain they'll take it back. We returned a miter saw there when it broke after 3 months and not only did we get a full refund but they also gave us a credit for our inconvenience.
