I am furious that those stupid scare tactic ads worked and Prop 1 failed. Why they allowed the people to vote on EQUAL RIGHTS did trouble me but I understand the process a little. I just hate that so many close minded, scared people just voted against others having the same rights as them. If their rights were being taken away they would be fighting!
So what can we do now? How to we get non-discrimination laws on the books for the LGBTQ community?

Because conservatives have continually been elected to the state government and have appointed conservative judges who demanded that the law be put to a vote. HTH!

I wonder if redefining "employer" to mean anyone with 4 or more employees would help? That would probably cause a small business uprising but currently extremely small businesses have the freedom in Texas to discriminate against protected classes because Title VII applies to employers with 15 employees or more.
We have a huge diverse population. It would be nice to say:
A vote for Proposition 1 means taking a stand to treat everyone equally when it comes to access to public services and employment.
Vote for Proposition 1 to extend protection from discrimination to employees in businesses with 4-14 employees based on their:
Race
Ethnicity
Religion
National Origin
Age
Sex
Disability
Veteran Status
Marital Status
Pregnancy
Genetic Information
Sexual Orientation
Gender Identity
If you work for an employer with fewer than 15 employees, you have no legal protection from discrimination in Houston for any of those reasons.
Proposition 1 will also extend protection from discrimination to employees in businesses with 15+ employees and in access to public services based on:
Sexual Orientation
Gender Identity
Proposition 1 will allow for grievance reporting under this law to the [insert agency dept] for the areas where coverage is extended. Where federal and state coverage overlap with Proposition 1, grievances will be deferred to those regulatory agencies.
