I work from home, so I understand this issue. I would just talk to them. I would not report it to the police or anything like that. If they were assholes about it, then I would contact the building management.

Oooh, I didn't think about that. I live in a 5-unit building, so it's pretty easy to tell. Then yeah, I'd probably just call management. It's a sticky situation since it is during the day. :/

I'd talk to them first and ask if they wouldn't mind turning it down a bit.
Our old neighbors were awful about it and it was getting to the point that it was keeping DD from napping. One day DH went over there, calmly, and said "Hey, I don't mean to be one of *those* neighbors but would you mind turning it down a bit? It's keeping our baby from napping." They were super friendly about it and told us they didn't realize that it was that loud and thanked us for not reporting them to the housing office or anything like that. We didn't have an issue with it again.
Of course, this only works if your neighbors aren't assholes.

What are the rules in the building?
As part of the lease, my old building had a rule that there was no such thing as quiet times, and that you should not be doing anything that could disturb other units at any time (the building was freakishly well insulated, so it was never really an issue).
We only ever had issues with one unit, where they would BLARE their music. In that case, I would go over and ask them to turn it down, even if it was during the day.
Usually that didn't work, and I would have to contact the manager to take care of it.
