Old Navy has some workout pants that make good leggings (not too shiny).
I know there are some haters, but I really like my Matty M leggings from Costco, and they're cheap. You can order them online, even if you're not a member. I'm like a 12-14 and a Large fits me pretty well. They have a nice wide waistband.

I am also using the Matty M leggings now as my primary black leggings. I'm a 12/14 and have a medium and they are a bit snug, but still OK. I pull them up to my chest. I feel like that's the key.

I'm currently wearing the Target Assets (spanx) ones. Super comfy. No muffin top. Thick enough to wear in public (I think the key here is sizing up so they're not pulled super tight). They don't have back pockets though.
I really like the essential Lou & Grey ones at Loft, they go up high. I also like the old Navy Yoga leggings if you don't mind the roll down waist band, but these are more for comfy lounging.

Have the waistbands gotten better? Mine are unwearable because the the waistbands are so twisted.
I'm not sure if they've changed. I bought mine about a year ago. I don't have any problems with the waist band twisting.

My Matty M leggings are also from last year and I've only had one issue with a single twist that was easily worked out. I wash and dry them in machines.
