Our neighbor across the road keeps a creepy mannequin in their tree swing. The neighbor regularly changes the doll's clothes and usually there is a stuffed animal lemur sitting next to her or on her lap. She is sporting a bike helmet today. Weird and creepy, right?
Some lady in my neighborhood use to have one in the kitchen, so when you turned the corner at night you could see him standing there almost looking like he was doing dishes. I use to make that turn and think why is this man always there, so on time we beeped, nothing. I think he husband died and she didn't want people to know she was alone in the house. After about two years he's finally gone.
It took like a month of living here for our dog to not freak out barking at it every time we let him outside.
Also, when we first moved, my dad said, "That lady sure likes sitting out on her swing. She's there every time I come over!" Lol. I was like, "Uh dad, she's not real."
I can't tell too much from the picture, but is it a child mannequin? Do they have children? Maybe they lost a child and they use this to memorialize her?

Not even remotely as creepy, but one of our neighbors has skeletons - an adult sized one that is always out, and child size one that is sometimes out - that she changes in different outfits depending on whatever theme she is going with. DD calls it the 'skelton house'. A few years back some local kids stole them and she put up a huge sign about how people took her family away from her. She's been trying to sell that house for a year now...no takers. Wonder why.

This is like Kevin McCalister scaring the Wet Bandits away from his house with all the random mannequins and cardboard cutouts dancing around his living room.

It's an adult size mannequin, but who knows, maybe it does have some special meaning??
That is creepy, and this is coming from someone who worked with a guy who brought his mannequin into work with him (not in an industry even remotely close to needing a mannequin - just for fun and pranks). We actually all become quite fond of that mannequin and would buy him new outfits for the different seasons.
In college I housesat for a woman who had one of those dolls that stands up and looks like a toddler crying in a corner. It had no face and I was pretty sure it was going to come to life and kill me. Like this, only hers had dark hair and was wearing a dress.
