My inclination is to put things under the tree as they arrived or are wrapped now that they are old enough to leave them alone, but DS said he liked waking up to a tree full of gifts. So I've only put out gifts for me and H, as well as the gifts for us that the kids made at school. Everything else is wrapped, but hidden.
Everything goes out on Christmas Eve. Some are from Santa and some are not but everything goes out at the same time. Stuff would get unwrapped very early if we didn't do it this way.
I thought you guys weren't doing Santa? Are you doing Santa and just saying from the get-go that he's pretend?
Growing up and to this day my family put out gifts on xmas eve after the kids went to bed. I haven't put out any of the kids or DH's presents, but DH has put some of mine under the tree already, even though we're going to be packing them up and bringing them to my parents house with us.
i put gifts out last night, which was a risk. i've had to watch her and tell her a few times not to touch, but otherwise we're good. last year i put them out christmas morning.
i didn't put the gift bags out though because i know she'd immediately open them.

I think my kid is broken. We put presents out as we wrap them and she literally ignores them. So all of them go out as they get wrapped, except Santa presents and stockings. It's not like she doesn't know what they are. She's weird.

Yeah, we leave out milk and cookies and have presents "from Santa" and stuff, just like everyone else, but the kids know it's a big pretend game we play as a family and there isn't an actual Santa, it's just me and H. They love it though and I think they love being in on a grown-up secret too.
DD1 explicitly requested for us to label some of her gifts "from Santa" this year (it's the first year she can read so she is excited to see who her gifts are from... I may label some of hers as from other fictional characters too, like Cinderella). DD2 is afraid of Santa (lol) so she said "I DON'T WANT SANTA TO BRING ME ANYTHING!"
All sitting there finished and wrapped makes me feel good. So under the tree they go. Except for Santa gifts which appear on Christmas Eve after the small humans go to bed.

Not weird. My DD is the same. She will ask about them and she gets excited for Christmas but I did not worry about her peeking ever.

Stuff goes under the tree as soon as it's wrapped. Which often is not much before Christmas Eve. This year we're actually ahead of the game on wrapping, so we've had stuff under the tree for a week or two.
Everything that is going under the tree is there now except for one thing I'm waiting for in the mail for DH that's supposed to come today.
Santa presents don't go under the tree (because that space is already filled!). They go in the same room as the tree, but separated. Any big or hard-to-wrap stuff is from Santa and unwrapped, the rest of the Santa stuff is wrapped in different paper.
Stockings are filled by Santa, so not until after the girls are in bed on Christmas Eve. They are usually hung out as Christmas decorations as soon as we get out all the Christmas stuff, but I don't trust DD2 not to pull them down and make the stocking holders fall on her head, so we'll set them out on Christmas Eve.

My daughter is around the same age as yours and, yeah, I told her not to touch and she doesn't. She knows Santa is bringing her presents, and she knows presents are meant to be opened, but she is oddly compliant about this.
That said, her presents are in the basement and will come upstairs tomorrow after she goes to bed. Next year she will be three and we will also have a 9-month-old so my guess is there will be no gifts under the tree til Christmas eve
