DS's school does not allow food but kids can bring non-food items for their class to celebrate their birthday. What kinds of things would your 5-6 year olds like to have in a goody bag?
All of DS's ideas are food related or too expensive to do for 26 kids.
Any little trinket/party favors. Disc shooters, those mini bouncy balls, hand held little game things with the ball that rolls inside, pensils, erasers.
If you have a party store they should have stuff like that. Target has some stuff and I hear Walmart has a good selection of party favors if you're feeling brave.

I've never bought gifts for the other kids honestly. I send enough party hats for the whole class to sing happy birthday. Our school does allow healthy snacks so i send fruit salad and pirates booty for the kids who can have milk.

Well he wants to bring something because he's used to doing so, and other kids have.
And I honestly would rather spend money on a little trinket than a hat. I think the kids would like trinkets better too than a party hat.

99 Cents Only will sometimes have a decent quality toy for $1 - one year I bought Webkinz tree frogs for everyone in DS's preschool class. Or a Hot Wheels car for each kid? Like PP, I'd prefer one cooler toy to a goody bag of the little tops/erasers/puzzles.
Target dollar spot. That's where DD got the erasers she handed out for valentines last year. I'd go w/ fun erasers & pencils. Something that's still fun but not useless junk.
Go to the dollar store and get small boxes of puzzles. We got this from a party and the girls thought it was awesome. I hate getting 4-5 items that are crap. My girls are older, but we did $1 movie boxes of candy for A & T's parties this year.
