Seriously nothing from the photographer? I would be livid. Does she have a studio? If so I would seriously would march in there and disrupt her day until I had answers. That's unacceptable. I'm angry for you.
Yes, people are like this and it drives me crazy. I spend my fair share of time on here, so I'm no shining star, but I get my shit done in a respectable amount of time and always respond to emails within 24 hours.

To answer your question though, yes, there are unfortunately people who just don't do their jobs. In fact, I've encountered some people at my company that seem to try harder at NOT working than actually doing their job (like, the level of effort involved at not doing their shit is mind boggling).
I always respond to emails timely, and if I don't know the answer or don't have an update I will at least let my business partners know that it's still on my mind, I just haven't gotten a resolution or whatever.
Service providers, especially those who are self-employed, are really only hurting themselves by not being responsive.
All. THE. TIME... It drives me insane. My last assistant was the Queen of not doing her job. It has taken my latest one almost a year to fix all the mistakes she made. You sometimes wonder how these people even function in daily life.
I have a lot of clients that ignore my emails. I need information from them to do my job and they just ignore multiple emails and then months go by before they ask why I didn't do the work. It's the same offenders, it's not like a one time email lost in the shuffle.

I would be so pissed about the photographer. I saw that you posted some nice photos of you and the boys on FB and I thought, "Oh, good, she got the photos" Rage! I find that people in general suck butts.

As a side note, I won a session with a local photographer from a contest on IG. I contacted her and haven't heard a word back about having the session. Not a huge deal since I haven't paid or anything, but I feel like it's kind of shady to have a contest and not deliver the goods, you know?

When in doubt, turn to Social Media. If these people aren't doing their job, let the public know not to do business with them. That goes for your photographers who aren't following through with their commitments. They should have a FB page where you can leave reviews..if they aren't listening to you, start there. If you aren't telling anyone about it that they know of, they don't have an incentive to make it right.
Making my customers happy is the most important thing, no matter what the job.
My wedding was in a Sept of one year and I didn't get my pictures back until the end of Jan. I didn't even order a fancy album....all I wanted was the pictures on disk. I got a thousand and one excuses but I finally got her to hand them over. It was a headache.

It took my photographer 8 months to get me my wedding pictures. She was a family friend. Her parents & brother we so apologetic and embarrassed on her behalf.
