I'd be tempted to break a window because I'd want to be in my own space for as long as this storm/aftermath will be, but I hope common sense would prevail and I would stay with the friendly neighbor if they didn't mind. And call a locksmith to be at the top of the list tomorrow when roads might be passable.

If there's a sliding door, she may be able to jump it out of the lock, if it's old/kind of shitty. Our contractor was nearly able to do that when E locked me, H, and him all out on the deck (which doesn't open to the ground, and is 12 feet up).
He tried to push it further closed, then kind of jerked up on the door while simultaneously trying to slide it open, to jump it over the latch inside the frame, on the track. There was definitely movement happening (again, old door, shitty lock, which has since been fixed and is no longer loose), but E finally came back to let us in so I don't know how long we would have had to work on it, or if it every would have actually worked, but maybe worth a shot?
Is there a window to a room that she can shut the door to once she gets inside? Because if she breaks a window, it's going to let in a shitton of cold air. But if it's in a room that she doesn't need, she can break the window, climb in, tape up saran wrap + whatever else she can use to temporarily "seal" off the window, and then close the door. Then close the vents in that room and shove towels under the door so the cold air doesn't get into the rest of her condo.
I think at this point, she needs to start weighing the cost of replacing a window to how much a locksmith will be (if one would even come out?) to being with her neighbor for whoever knows how long.
And I'm assuming the road conditions are too bad for her to get to you or anyone else?
Does the Condo community keep keys by any chance...I know apartments do but you don't own an apartment so I guess not
I found out she also left her phone in the condo. So she was calling my mom from the neighbors cell. And now the neighbor is annoyed that my sister is using the phone so much.
Her LL lives in NV. No phone number since her phone is in the condo. I have no clue if she has tried the condo assoc.

Good points. The other room not used is her roommates (and she is down the road hunkered down). Both her room and the RM have those sliding glass doors leading to a patio. Only other window is the one to the living room.

My mom said she may have found a locksmith for her, but waiting on confirmation. Quite frankly, if the LM will come out then she just needs to pay whatever it is and be done with it

I agree I would always locksmith over a broken window. I was just going into apocalypse mode with my scenario
Is her phone an iPhone? If so, can she log into iCloud from the neighbors computer (or have you do it or something) and access her contacts to find the roommate's or landlord's phone number?

If it's just the knob that's locked, she should be able to use a credit card. If it's the deadbolt, I am of no help. But on the other hand, I would think she'd need her key to lock the deadbolt from the outside.
If she has internet access, can she look at her phone bill online? If she can remember a specific time she called her roomate, she might be able to find the number on the the call log.

Like someone said, it would be pretty easy to open a sliding glass door. When I lived in an apartment building, our maintenance guys would do that to break people into their place. They said to just lift up and slide open. Which made me glad I lived on the third floor....
