We bought DS a Children's Place 3-in-1 not last Fall but the one before on sale for about $25 when he was about to turn 2 and he's worn it for two full winters now. He also got a coat/snow pants as a hand-me-down, and my mom bought him a Thomas jacket last year, so luckily that's all we've had to spend for a while.
Assuming he's grown out of his current one by the fall, we'll most likely get him a new 3-in-1 then.
MIL usually buys the kids Columbia fleeces when they are on a really good sale at Boston Store/Carsons/whatever you have.
I buy really good winter coats b/c we are in Wisconsin and I want the kids to be able to play outside without getting cold & wet. I have had great luck with Gap down coats (although they are not actually waterPROOF, just water resistant) and have gotten those on really good sales (down to maybe like $35 or so?). Now that DD1 is bigger, I switched to Lands' End Expedition for her last year. That was probably like $70? or so. She's worn it for two years now and it still looks new. I got the same thing for DS in a boys' version. It was really big but I kept it anyway, so he will wear that next year.
We have been able to hand down DD1's coats to DDs2 & 3 so far.

Like nicolewi we get the Columbia fleeces from my dad as a gift each year, but I've also bought the target variety for around $10. Their winter snow suits are either garage sale items for under $10 or I have one that I managed to buy at kohls for $8. Everything else was around $5 for garage sales. I just can't justify buying new at this stage. In a few years, or if dd1 starts skiing next year I'll spring for a higher quality snow jacket, but for now this seems to work.

I think I spent $50 on her big coat this year. It was a nice lands end one and I am a shitty mom and I put off buying one because I got busy. I literally took her out in the snow to get the heavy coat so no time for deals. I felt really bad about that.
The fleeces are usually pretty cheap. $10-15? Maybe $25 if it is a special coat for her easter outfit.

I buy their hoodies from HM, and I think they're $10-$12.
Winter coats are the 3-in-1's from Target. I think those are around $30, and I try to get them when there is a Cartwheel or something for them. I size up, and we have always gotten two years out of them.
Raincoats, specialty coats, fashion-y coats are usually second hand funds from my favorite consignment stores.
We're also extremely lucky to receive lots of hand-me-downs, especially for DD. Her big warm coat came from a friend this year, and will probably fit her next year too.

I shop mostly consignment. DD's lighter jackets were all $3-8 each used. I bought her packable down coat for the carseat/winter new at Costco for only $25. I also got her fleece lined jacket at Costco for $15 just because I liked it.
That's what I tend to do, I bargain hunt for all basics and pay (bargain) retail for specialty pieces or things that need to hit tough criteria.
