My almost 11 year old would've been happy with My Little Pony, Shopkins, Monster High, and Barbie when she was 9. Hell, she would be happy with any of those now.
My daughter will be 9 in September. She likes: Lip gloss/nail polish Hair accessories Monopoly Justice iTunes Arts and Crafts Science experiments Nerf Also Rubics Cubes are HUGE HUGE HUGE right now

See, mine hates all those things (will be 9 in october). She is too cool for toys.
(how the hell did I find myself with an 8 year old teenager?)
At that age, my niece (now 12) loved her Rainbow Loom, those felt pictures to color, creating life-like miniature things out of play dough, clothes (Justice gift card), and nail polish. I don't know if Rainbow Looms and Justice are still a thing.
My 8.5 y.o. loves books (especially Harry Potter, Nancy Drew, American Girl mysteries, and also Raina Telgemeier's graphic novels), any fashion drawing/crafts (like Scratch and Sketch books), games (Trivial Pursuit Family Edition, Monopoly Junior, Disney Beat the Parents), Lego Friends, and Shopkins. She also loves cute, trendy clothes, lip gloss and nail polish.
If you have a bigger budget (and your GD doesn't already have them), she loves her bike, Razor scooter, and Flying Turtle scooter for playing outside. And the karaoke machine she got for Christmas since she wants to be Taylor Swift when she grows up. lol.

Kiddo (GD1) made me stop scrolling to say "YES! My almost 13 your old would love My Little Pony, Shopkins and Monster High." And to confirm, this would have been true at 9 as well.
Of the three, my preference is MLP. All the little pieces of the other two (plus the fashions of MH) drive me nuts. Especially when I keep stepping on them. I have no idea how much I have tossed in the trash can in frustration. lol.
The younger loves art. Both love nail polish, especially glittery and fun colors. Both love clothing (Justice, H&M) and stuff from Claire's.
