what the hell am I looking for?? I have to buy something either way so I don't mind something fun but I really have no idea where the hell to even start with this. It's not until September so I have lots of time I just want to start now because it tends to take me forever to find things. Philly, probably still hot, mostly outside at night at a nicer place

my cousin, he's the groom. We actually really like both of them and I can say for sure they would not care one teeny bit what anyone actually wears but funky definitely describes her

Well, I think they just made up some nonsense so I'd wear whatever I wanted that was formal-ish. Personally, I'd probably choose a brightly patterned long dress and wear something fun in my hair and go bright and bohemian but I like funky. If you're not a funky person, I think you shouldn't force it.
If it were me, I'd probably plan to wear some bright colored or flashy patterned cocktail dress...and then more likely really just end up wearing a LBD with some bold accessories (like a large necklace or some crazy earrings) and some bright colored shoes.
First, why not just ask the bride what it means? It could go two ways- themed, maybe 70s/boho? or just outlandish prints and accessories. I'm going to assume the second one and channel crazy runway styles or things people would wear during New York Fashion week. Maybe more menswear inspired. I just pulled these from pinterest.

Do something bright, patterned, not such a little black dress style. Stripes, polka dots. Last wedding I went to I wore this ensemble and hey, you could also dye your hair pink. Funky by default!
