there should be 200-250 people at my mom's service. Since many people will be married couples, how many programs do you think we should print out? 175? 200? Less?

How formal is this? Do you really need anything?
I think there were 300ish at my uncles celebration (he died young and unexpectedly) and I don't think anything was printed. His son emceed the whole thing and kept it moving. The programs weren't missed.
If you really want to do them, I'd go with 250 because I hate not having enough.

We did a program for my husband's service and it was on the smaller side. When we planned Mom's service, it was determined we'd have a program made up. : )
