Help- Need moisturizer rec for dry skin/chin area

I have combination skin, yet as we get cooler temps, the chin area (only) gets super dry. I do use Retin A but NOT around the chin/lip area (forehead, cheeks, and neck only). I feel like I need to use some super moisturizing cream specific for this area. I had this issue last year but I could never find anything moisturizing enough (I use Kiehl’s Ultra Facial Cream, and cleanse with Philosophy Purity).

This morning, I used a few drops of JM’s argan oil, then the Kiehl’s moisturizier and it still was flakey. Anything else I can do
