Standard party length in my circle is 2 hours. I'm not sure I'd make it until 7 and there's no way I'd be staying until 8 - my 3yo (and 5yo) are in bed at 7:30 most nights.
If the party starts at 4, I'd tell them you want it up and running by 3:30-3:45, so set-up is sure to be done by the time people start arriving. Then as the kids start arriving, when they see it and go bonkers they'll be able to just jump right in.

My kids got more use of it alone before the party than during since there were other kids in it (we had an all day rental). I'd have it set up by 3 at least so Cora can play for a bit. And I'd just pay for the 4 hours. Nothing says its time to GTFO then the company showing up to pick up the bouncy house!!!

Are they actually going to come and night to take it down? We have rented for a few parties, and when the party goes into the evening, they always come the next morning.
$5/hr? I'd get extra time because that's practically free.
Actually, I'd probably have them show up at like 10am. Let your kid jump while you prep for the party and then she'll definitely pass out for a nap. Keep it until at least 8, maybe 9.
