Yup. It is, as far as I can tell, largely the same as the clear, silicon-based primers like Smashbox's Photo Finish. The main ingredients, the texture, the results that I've gotten, etc. are pretty much identical.
I've been using NYX Angel Veil. It's very similar to Hourglass, but it doesn't smooth on quite as easily IMO. But for the price and the non-glass bottle, it's a better overall product for me. I don't notice a difference in daily wear between the two.

I heard that NYX Angel Veil is a decent knockoff of the Hourglass primer. I haven't used either, so I can't confirm.
It's chalky.
My favorite drugstore primer is Hard Candy's. It's 8 bucks and I've used both the one in the white container and the one in the pink. The pink is the one I keep buying.
