My birthday is in mid-October and I have always wanted to see Fall in New England. We are kicking around moving to CT next year so I'd love to kill two birds with one stone by also being able to check out the areas a bit. What is the best time and areas to stay in for seeing the Fall foliage?

Peak foliage for CT is forecasted for the 2nd week in October. Anytime the 1st or 2nd week will be nice.
Best place would probably be somewhere in Litchfield? You could hit a lot of wineries there. Or maybe Essex? We've done the steam train and boat ride during peak season and it's beautiful.

You might want to visit other areas of New England too. Columbus Day weekend is often good but this year was SO dry that I understand it won't be great for the foliage. Dry conditions in the summer often lead to less vibrant colors in fall.
I would suggest the quiet corner which is quite rural and good for foliage. Places like pomfret, Brooklyn, Putnam etc.

Agreed about weather.
CT gets peak foliage the latest in NE because we're southernmost, so if you visit other areas, you'll want to be there closer to the first weekend in October/last week of September.

Litchfield county.
If you have a day I would definitely drive up to VT (thanks autocorrect) you can get to the Woodstock area in 2-3 hours with great foliage along the way.
Or go to nearby Quechee and visit the Simon Pearce factory, which also has a great restaurant.
I also love the Putnam/Pomfret/Brooklyn area. Peaceful beautiful small towns and tons of good hiking and parks to see the leaves.
I live in this area and it is beautiful but admittedly a bit boring...lol
Pumpkin picking, apple picking, hiking all nice to do but very low key. Don't expect any nightlife or big fairs/festivals during this time. I love it here but just letting you know what you're in for if you head this way. But the foliage usually is gorgeous.
