I don't know anything about home based lead testing kits, like if they are quantitative. When we remodeled, only one room was above threshold for needing proper lead abatement procedures. There are also exemptions depending on the scope of the work and who is performing it. You'll probably have to contact someone in your city/county to find out what recourse you have.
I checked up on the law. She's supposed to do yearly maintenance checks to make sure that any potential places with lead paint are properly sealed. Definitely has never happened. all renovations must be done by people who have training in dealing with lead paint.
They are supposed to seal off any rooms they are working in with 6ml plastic and duct tape. They are supposed to vacuum as they go, and they are supposed to remove all furniture from the room to keep the dust off the furniture.
Fucking. Fuck. The place is COVERED in dust.
My dad is a contractor and he has tests that the EPA uses. He went to the house to test as well. It was positive.
I had painted all sills and stuff before we moved in to seal it in the case of lead paint, but that doesn't matter when they are ripping doors and windows out.
I am so fucking pissed.
Is there some sort of consumer advocate type organization that you could contact for help? What they're doing sounds like it's blatantly illegal so I sure hope there's something they have to do to remedy the situation for you.
As far as immediately - contacting your landlord and notifying her that you're aware what she is happening is illegal, that the home is uninhabitable, and that you are pursuing further representation in the matter.
If you have renter's insurance I would see if there's anything they provide assistance with regarding your home being unexpectedly uninhabitable.

Can you call the county health department? I'm trying to think of anything that will allow you to get this shut down for now and appropriate accommodations in the meantime. However, from my understanding, this dust is now in the soil around the house. I'd start looking for a lawyer and a new rental.

I'm just thinking with older construction it's a possibility. I don't mean to add to your worries, but when the environmental peeps come out to inspect the cleanup (or the cleanup people maybe) it might be worth a mention. At least around here I think the laws basically say if there's asbestos it's safer to leave it contained than to try to remove it if it isn't otherwise going to be disturbed, so sometime it turns up in unexpected places during renovations.

Be sure to shut down your HVAC if you have any type of forced air system (and cover the supply vents and returns).
We have dealt with lead paint issues as well. We had a lead paint inspector certify us as lead free, and then we renovated, and then it turns out that there was lead paint. He apparently did the same thing to a bunch of other houses and now the state is pursuing criminal charges. In my state, contractors will be fined huge amounts if they are caught not following the proper procedures.
I'm so sorry for you - it is a horrible feeling to know that your house has been exposed without your consent (or without actually knowing, as in our case). Do you have somewhere that you could stay?
