Here it starts at like 3:00 pm, and some teachers are asking to switch a meeting to later in the week so they can take their kids (!!). I'm fairly certain I've asked this before, because I have never been somewhere where trick or treating happens before dark.
It usually starts around 5:30 here. Mostly the really little kids who are coming around the neighborhood to show off their costumes. Most candy eating children start around 6-6:30.

There are no set times where I live (that's something that I learned here - had never heard of it before GBCN). Most years they start trickling in when it gets dark, the younger kids earlier and the older ones later, but they're usually done by 8:45/9. Since it's a weeknight this year I expect to see the crowds a little earlier than the years when it's on a weekend night.

And OP - are they wanting to leave at 3 so they can take their kids ToT at 3? Or Leave at 3 so that they have time to get home, get settled, feed their kids a quick dinner, get their costumes on and then go ToT around 5/6? The latter sounds reasonable to me. I work in a corporate-type environment and plenty of people duck out an hour or two early on Halloween so that they have some extra time with their kids.
There is actually no formal start time in my area which is an issue. I usually advise folks that stores give out candy by 2 PM ( Stores often run out by 6. TOT at houses starts around 4 and continues until about 9 give or take. Schools let out between 2 and 3 which is a factor of when folks go out.
Last year when TOT was on a weekend people were out at NOON. It was just insane.

Our neighborhood downtown area has their trick or treating at the stores from 4-6pm but we don't have set times for door-to-door. Kids usually start around 6pm (sometimes we get younger kids earlier) and go until 9ish. Our kids usually go out from 6:30-8pm (or whenever DH and I decide we're done with it and it's time to hit up the shop near our house that hands out jello shots to the adults ).
