I wear rain boots when it rains hard. Doesn't matter how hot it is. I have to walk outside quite a bit to commute to and from work, so they're a godsend for me. And when I'm going to work with them on, I almost always am wearing a skirt or a dress because I don't want to get my dress pants wet, and they can't get tucked in, so I tend to wear skirts/dresses when there is rain (or snow) and I can't wear jeans.
It isn't a fashion statement -- it is dressing for the weather.
(ETA: I change to other shoes when I get in the office.)
Yeah, if it's raining, my walking time to work is longer than the time I spend on the subway. I always wear my Hunters (or my jcrew rain flats) to work in the summer on rainy days, and then change into other footwear when I get to work. I'd side eye someone who wore them on a totally sunny day though.

I wear mine with shorts on sunny days. We live in an area prone to heavy rains and flooding on over an acre with a creek on our property. It takes a good 2 sunny days to dry out the land enough and get the water table under control. We have bugs, snakes, and other animals. I'm not going to wear tennis shoes or flip flops when my foot sinks 4 inches in to mud or water.
I love rain boots, but I think I would feel a little silly wearing them in the sunshine around town. However, I've seen them work on people when it's overcast, but warm - paired with shorts or a dress.
