W mostly scoots around the house but he's working on crawling and his poor little knees are all red and raw. What can I do to help him out? Or is it something that doesn't really bother him and I need to get over? FWIW, our house is mostly tile and hardwood, with a rug in the living room.

I'm aging myself here (in Nest/Bump years) but I put my kids in BabyLegs. They were a godsend and I still use them now for layering and various other purposes. My kids are 4 and 5.
BabyLegs legwarmers were DD's best friend when she started scooting/crawling. You can get them in lightweight material, too, so that they're not too hot. The legwarmers are nice b/c it's not one more thing to unsnap/take off for diaper changes.
Mine started crawling when it was cold out so she wore pants but the tops of her feet got rug burn from the carpet. I put Vaseline on in the mornings and desitin with socks at night. You could try the same under crappy pants (it stains)
