He’s touching her chest (his fingers are touching her flack vest over her breast) while she is sleeping that is not OK. And given the rest of her experience with him He needs to resign.

Even if he's not actually touching her, simulating unwanted contact is still too far and a violation of her person. Especially since she was asleep and couldn't consent to that image.

I have tons of experiences from my college years and younger where people did things to people who were sleeping, like putting whip cream on their hands, drawing on them, etc. So in light of that, I didn't think pretending to touch someone in a photo was particularly as heinous as actually touching them and messing with them physically. But I can see how it looks like I am being dismissive of the sexual nature of this staged photo and how it relates to her overall story. So I do sincerely apologize.

Even if he is NOT touching her, he damaged her by his actions. Is this the sort of person you want making laws on your behalf? A woman can be sexually harassed without a man laying a finger her. That’s doesn’t negate the harassment. Whatever this is, it’s apalling and he shouldn’t be allowed to be in the senate. He was a grown ass man when this happened. No excuses.
