I'm sure you can request paper bags in the 'special instructions' on your order. Reusable would be tricky because they have your order pre-packed when you arrive so they would have to wait until you got there to pack with reusable. It would tie up your time and other customers.

I know they have paper bags because the frozen stuff usually comes in paper bags. Don’t they normally have a space to add notes? I would just ask for all paper bags there.
In the notes section for every single item that I order, I (copy and then) paste, "Do NOT bag groceries. I will bring reusable bags."
I also put a note not to use produce bags on all produce items unless I specifically want them (like green beans for instance).
They've been pretty good about it, but the one time that they bagged them anyway, they unloaded them into my reusable bags and promised me they would use the plastic bags for another customer.
I wish that I could drop my bags off for them to load, but they told me they can't do that.
You can also make notes to ask them to consolidate and use as few bags as possible, but I much prefer to use my own bags. I really can't stand the amount of plastic that they use. It infuriates me.

Honestly, I get out and help them load my reusable bags and it can't take any more than an extra 2-3 minutes. Frankly, I don't care if it ties up their time if it means that I'm helping to curb the amount of plastic going into the landfills.
In my opinion, as such a large corporation, they should be a lot more aware of the impact they are having on the environment and doing more to promote sustainability. This is *such* an easy "problem" to fix (even just consolidating items so they are using fewer bags), but they just don't care. So, yeah. If it means someone else has to wait an extra minute or two, so be it.
eta: My ire is not directed at you, by the way. This is just something that gets me fired up.
I didn't think about asking them to not bag as a way to bring my reusable. I have requested through the notes that they consolidate/limit bags. Here, the click list bags are an even thicker plastic than the regular plastic bags they use when you go through the checkout lines. We don't have kids, so I only use it when we're getting back into town late or when hosting a holiday dinner.
They just debuted Scan N Go at our local store, and I like it so far. You scan as you put things into your cart (either using your smartphone or one of their hand-held scanners, and you can bag as you go. I like to set up my reusable bags in the cart, and can group my stuff into bags way better than when I hand my bags to the cashier. At the end you scan a barcode at checkout that pulls up your list, so you can pay. It's also easier to use the reusable produce bags, because the cashiers don't have to pull out the produce to see what it is (the ones I've seen have been colored/opaque).

I would love for them to do an option where you can pay a small fee each year to use reusable bags that you just return at your next pick up.
Our ClickList guy said we can request paper bags and that he has customers that do reusable bags. I think they just transfer it into your bags when you arrive. They have been very accommodating at my Fred Meyer, even asking me if I feel I get too many plastic bags and anticipating ahead of time that I might have questions about how to cut down on that.

This is a great idea! Like they would have their own stash of bags that basically get loaned out to customers. I am going to suggest this the next time I am there. My store has been pretty receptive to my feedback and apologetic about it. Might be worth tweeting at them too or something even though I don't really use Twitter.

I love scan n go SO MUCH. Between being able to pack groceries the way I like, and not having to drag it all out of the cart and onto the counter, it saves so much time, plus I can give DD the shopping list and DS the scanner and they're both occupied.

I do hate the way they bag, but I've watched them actually shopping on a recent trip and they scan and bag as they go, so there are quite a few bags and they try to keep like items together. I usually drop the bags in the recycle bin outside the store or save them to recycle later, but it would be better to ask for paper if I can't use my reusables.

This must be why HEB bags my to-go orders the same way they do if I shop in store. They shop into crates and then bag when they finish. SaveSave
