I've watched from the beginning, but about 3 episode into this final season, I decided I just couldn't do it anymore. I fucking hated everyone. Except David. And Cyrus killed him? Noooo!
Happy for Quinn, thrilled when Poppa Pope took down Jake, but not thrilled about David’s death, that no one killed Jake, that it was left so....open. So many answers I still have.

Here is what I think and I would be curious to hear what you think when you watch. I don't think that it means that she becomes President or anything like that.
Rowan has this moment when Jake comes to him about Olivia being collateral damage to the Republic where Rowan basically shames him and says he has no power, that when you have to tell people you are the power that it is clear you (Jake) don't have it. Of course Rowan believes he personally has it, that he IS the power. He tells Jake that both he and Olivia as his "kids" have disappointed him and he was waiting for just one of them to get it right.
Fast forward to the end where Rowan goes on to "save" Olivia by testifying. I was checking on my kid at this part, but the basic gist was how ironic it was that these ridiculous white men (presidents) walk around all puffed up like they have the power when, all this time, it has been Rowan, a black man, who has the ultimate power in the republic.
I think the portrait signifies that Olivia has been recognized as "the power" behind two US presidents and countless of other Washington DC types, that she "fulfilled" what Rowan says in the first part with Jake.
I kind of loved the portrait and how it left you curious as to what it meant.

I assumed it meant that Mellie was like, “uh, fuck you, my First Lady portrait isn’t hanging anywhere because my PRESIDENTIAL portrait is the one I wanted,” and in place of the First Lady portrait she commissioned a portrait of Olivia.
I really hate how much I thought about that.
Jake going to jail and everybody else walking free is patently unfair and really dumb. Olivia deserves to rot in jail with Jake. Honestly, though, I hated every last character on that show for the last 2 seasons so the only way I was going to be satisfied was if a fucking meteor hit the planet and everyone died.

I really don't think the portrait was about Olivia being first lady. Honestly, that would be very disappointing (and dated). Given Rowan's speech, I'm pretty sure the portrait is a way to commemorate the influence Olivia had in the White House (and the impact she had on the nation and around the world)...kind of as a clandestine commander.
