I think I heard that about the postal work plan, but I don't know how it works. I use United Concordia, but we have healthy teeth. It works fine so far.
I haven't looked at it recently, but I was around when they first started offering it. My analysis at that time was that it was better to use an FSA. I compared the annual cost to the estimated cost of a root canal, and the annual cost was about equal to a root canal, and it only covered half the expense of a root canal. So we decided to self-insure for dental (our medical policy covers routine cleanings and a slight discount on other stuff).
Now if you have kids in braces, that is a different story.
I have BCBS basic and as a Postal employee I don't think the dental coverage is that great. It covers cleanings, but that is about it. I also carry dental through United Concordia.

DH is a non-postal worker member of the NALC (National Association of Letter Carriers) because he said it's the best Federal employee insurance plan. I have no idea if he's right, or just taking advice from his older co-workers. We've had NALC insurance for the past 9 years of his federal employment and we're pretty happy. I don't know if our dental is the NALC dental, though, because it is through Met Life.
He pays $36 in annual dues to be a non-postal worker member of the NALC and then that enables us to get their insurance. I have no idea what we pay each month, as it's deducted out of his paycheck. He's assured me that it's the best plan that is offered. I've never had to pay OOP for dental care, but I've also never had anything other than routine 2x/year cleanings.
